The West Virginia Health Insurance Premium Payment (HIPP) program is a state-funded program for qualifying Medicaid recipients and their families who have access to health insurance that is either self-funded, available through a job, or COBRA.If a Medicaid applicant qualifies for HIPP, the State will pay the monthly cost of the premium for a health insurance policy that covers the policyholder and their Medicaid dependent(s). Furthermore, Medicaid may pay out-of-pocket medical expenses when the Medicaid recipient (HIPP member) sees a qualifying physician. Qualifying physicians are defined as “participating Medicaid healthcare providers.”In some cases, if a Medicaid applicant qualifies, HIPP will pay the monthly cost of the premium for a family health insurance policy that covers the applicant as well as other dependents, even if they are not Medicaid recipients.You may apply to HIPP at any time of the year by faxing or mailing in an application or submitting an online application.
